A DIMENSÃO INTERNACIONAL DO CONSUMO: ONU E A PROTEÇÃO AO CONSUMIDOR¹

Resumo
A vocação cosmopolita do consumidor é fator de relevada repercussão nas relações comerciais internacionais, não somente no que refere à construção de novos mercados, mas, sobretudo na presença, hoje constatada, da denominada “mundialização dos direitosâ€. Assim, dada a incipiência protecionista na seara consumista em nível internacional, através de impulsos pioneiros vetorizados pelos USA, a proteção ao hipossuficiente “consumidor†tomou proporções e dimensões extraterritoriais, atingindo e por isso sensibilizando as Organizações das Nações Unidas a se manifestar sobre tal contingência, eivando tal seara jurídica de diretrizes essenciais – através de específica Resolução – a fim de mensurar a importância deste ator social no mundo hodierno das globalizações e regionalizações econômicas e sociais.
The cosmopolitan vocation of the consumer is a factor of major impact in international commercial relations, not only when it comes to conquering new markets, but mostly given the so-called “globalization of rightsâ€. Thus, given the protectionist incipience in the midst of consumerism at the international level, through pioneer impulses emitted by the United States, the protection to the insufficient “consumer†has grown beyond territories, reaching the United Nations, and therefore leading it to protest against such contingency. This has prevented this juridic realm from developing basic guidelines – through a specific resolution – in order to measure the importance of this social player in the hodiern world of economic and social globalization and regionalization
