As discussões concernentes à criação de um organismo internacional voltado para os problemas da Amazônia não é algo que surge juntamente com o Tratado de Cooperação Amazônica. No século XIX já se encontram iniciativas que despertam a desconfiança frente à cobiça de potências estrangeiras e à eventual internacionalização da Amazônia. No século XX, o principal antecedente do Tratado de Cooperação Amazônica foi o Instituto Internacional da Hileia Amazônica (IIHA). No entanto, em virtude de questões relativas à política interna brasileira, o projeto foi abandonado e somente décadas mais tarde os países amazônicos tomariam a iniciativa de estabelecer um projeto regional para a Floresta Tropical sul-americana. Verifica-se que as reações contrárias ao IIHA foram, em parte, exageradas e já revelam o temor da ingerência estrangeira na Amazônia.

Discussions concerning the creation of an international organism dedicated to the problems of Amazonia did not arise with the negotiation of the Amazon Cooperation Treaty in 1978. In the 19th century there were the initial movements that generated distrust because of the greed of the foreign powers and the probable internationalization of the Amazonia. In the 20th century the main antecedent of the Amazon Cooperation Treaty was the International Institute of the Hylean Amazon (IIHA). Nevertheless, issues concerning the Brazilian political outlook caused the abandon of the project and a few decades later the Amazon countries would establish a regional project for the Rain Forest conceived by themselves exclusively. The investigation shows that the reactions against the IIHA were partially exaggerated what reveals the fear of the foreign interference over Amazonia.
